mahout-0.10.x branch

Hello team,

mahout-0.10.x branch has been created for work on 0.10.1 release and any
future 0.10.x releases.

Project JIRA has 0.10.1 version defined so issues can be target to be fixed
for 0.10.1 release.

Somebody with privileges has to cover mahout-0.10.x branch with Jenkins
build jobs. Options vary, from updating existing jobs to handle all
branches (has downside that e.g. javadoc of Mahout-Quality would change
from 0.11 to 0.10.1, depending on which branch was last built), to manually
cloning jobs, to using dedicated Jenkins plugins with multi-branch
support/handling.
