As best as I can tell the simplified rules for this are:
 * Contents of LICENSE and NOTICE apply to what they are distributed with (source, convenience binary) rather than the contents of the repo.
 * LICENSE contains the full text of the ASLv2, and also the full text of other licenses that apply. This may be code copied into our source tree, or through dependencies bundled in the binary.
 * Anything developed at the ASF goes in NOTICE under "This project includes software developed at the ASF (c) [dates]"
 * Weak copyleft licenses (Category B) usually have a NOTICE requirement
