emphasize the valid scope when configuring directive "PidFile" in
http://httpd.apache.org/docs/2.4/mod/mpm_common.html#pidfile.

Sorry, it is my omission. The current doc is adequate, so just leave it as-is

in fact, it is documented.
The context of this directive is "server config".
