[PATCH] Added if and unless checks to JUnit formatters

Attached is a patch file to add "if" and "unless" checks to JUnit
formatters.  This is helpful if you don't want to take the time to build
XML formatted reports for routine testing, but you would like to when
generating HTML reports in a nightly build.

This is the first time I've submitted a patch to Ant, so hopefully I'm
going about it the right way.  Erik Hatcher suggested I submit this
patch on the ant-user mailing list.

Did I suggest that?!  :O

The best place is in our issue tracker, Bugzilla.  The main Ant page 
will point you in the right direction. Attaching a cvs diff -u patch 
file to an enhancement Bugzilla issue is the best way to go.
