[RESULT][VOTE] Release Apache Hamilton - apache-hamilton-lsp 0.2.0-incubating (RC1)

Hi all,

The vote to release Apache Hamilton apache-hamilton-lsp 0.2.0-incubating
(RC1) has passed with the following results:

+1 (binding): 4
  - Elijah ben Izzy
  - PJ Fanning
  - Jernej Frank
  - Stefan Krawczyk
+1 (non-binding): 1
  - Dev-iL
+0: 0
-1: 0

Note: during the vote PJ Fanning initially raised a -1 because the LICENSE
file referenced files not present in the archives
(hamilton/experimental/databackend.py, and
dev_tools/language_server/tests/ls_setup.py referenced by its monorepo
path). After confirming the wheel builds from the source release (flit
build --no-use-vcs), PJ moved to +1 (binding), noting the extra references
are not as serious as omitting licensing info and should be fixed in a
future RC. The fix is in: https://github.com/apache/hamilton/pull/1634
