Using Xalan to output a stylesheet

Hello all,
 
I am trying to use a stylesheet to produce another stylesheet but I can't
output 
xmlns:xsl= http://www.w3.org/1999/XSL/Transform
<http://www.w3.org/1999/XSL/Transform>  attribute 
 
can anybody suggest right way to do so
