Orchestrator (OR) system logger should track Agent BOOT and SHUTDOWN.

To accomplish this, some small delay (10 seconds) is added to the OR SHUTDOWN request processing to allow the other daemons the opportunity to receive their SHUTDOWN requests and report back to OR for recording in the system events log.

When booting all DUCC system daemons the boot order is { broker, database }, { or }, { all others }.  For shutdown the ordering is reversed.
