Fix Forge CI checks after folding into the root build

Drop the Build Health job that still ran the removed nested Forge wrapper; the root Core Projects job already covers the Forge projects.

Generate the Forge wrapper resources under build/ instead of src/main/resources, so validateRepositoryConventions no longer reads copyGrailsWrapper output without a dependency, and exclude leftovers from older builds.
