Both of these are questions for servlet programming in general.  I suggest 
you look for a good tutorial on servlet programming.

However, the short answer to your questions:

1) put the JAR file somewhere in the classpath for your application, unless 
you need it to be available to all applications in the container.  I 
recommend WEB-INF/lib in your webapp directory.
2) import.
