{{InboundCall::GetTimeReceived()}} returns the time in which the inbound call was received. While the dispatch and processing time of RPCs are already reported in histogram in the service queue, it's helpful to make this accessible to the RPC handler for its own book-keeping purpose (e.g. reporting the average dispatch latency as part of query profile in Impala).
