resource attribute for msg tag does not work with value = false

Summary: resource attribute for msg tag does not work with value
                    = false
           Product: Commons
           Version: unspecified
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Validator
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: michael_j_muller@yahoo.com

In the version of the validator that ships with struts 1.1,
I can get a custom error message using the msg tag nested
inside a field tag, but I have to use the properties file.

It's as though reource was always = true -- I cannot hard-code
the message text in the validation.xml file.
