   ## Description
   The consistency of all links should be asserted as part of the CI.
   Otherwise PR's can easily break internal links.
   
   For example, the fixes done by https://github.com/apache/incubator-mxnet/pull/17349/files should never have become necessary, as CI should have prevented breaking those links.
   
   ## References
   http://www.sphinx-doc.org/en/master/man/sphinx-build.html can be configured to check links
