## Description
Adds validation for uniqueness to the submitted username when creating/updating a user. Non-unique username was causing abrupt crash [see https://issues.apache.org/jira/browse/FINERACT-803?page=com.atlassian.jira.plugin.system.issuetabpanels%3Aall-tabpanel]
