   Some of our POMs have a lot of dependencies, this rule ensures that the dependencies are sorted. A `requiredUpperBoundDeps` rule ensures us, that the order of dependencies does not matter.
   
   Plugins are not sorted, since there are a lot less plugins now and their order also can matter.
