Environment issue?

Do I have an environment issue when an app will run only if it is the
only app in the webapp directory?

The moment I copy in a WAR file, even a well behaived one like
struts-blank or struts-example, then it stops working with a "Cannot
find ActionMappings or ActionFormBeans collection" error.

What should I look at to verify if this is an environment issue?
