I have this bug in JetSpeed version 1.4-b4, running on Tomcat-4.1.24
It happens regardless of client or OS.  I've tried it on Win2k, Linux, Unix, 
XP. Mozilla, IE5.5, IE6, Netscape Communicator....just doesn't change layout of 
columns-side to side or up and down.
