[maven] changelog 'problem' fixed - i hope

It's now running....the problem was that changelog uses the cvs executable 
to do a 'log'. My laptop has a bad (windows) HOMEDRIVE and HOMEPATH 
setting, still pointing to the LAN at the office. I fixed those and it's 
away now.
