Re-opening this issue because after the change of the architecture of the modules, the Spark Structured Streaming runner is no more maintainable (see https://issues.apache.org/jira/browse/BEAM-12591). So changing the architecture of the modules and adding Jira tasks to isolate SS runner braking changes between spark 2 and 3 and add only these classes as version-specific
