Tes org.apache.qpid.test.client.failover.FailoverTest#test4MinuteFailover is broken

Test org.apache.qpid.test.client.failover.FailoverTest#test4MinuteFailover  fails with message "Failover did not take long enough".
It expects that client should reconnect in 4 minutes after failover.

The test connection is configured to have a 4 retry on failover with 1 minute delay between them.
It seems that first reconnection retry is successful and client reconnects in no time which causes test to fail.
