Just wanted to add that I get the exact same issue, on two different computers,
both running Windows XP, with Open Office 3.30. It doesn't happen when I launch
OO first, then browse to a document, but it occurs every time I launch OO by
double-clicking a .doc file.
Once I've opened a file in that manner, if I close OO, it usually doesn't pop
the spurious new extensions message again.

A pertinent point may be that I removed the OO Quickstarter from my startups,
as I didn't feel it saved enough time to warrant the memory usage of having it
running permanently in the system tray.
