In the scope of DRILL-6904 was updated maven-javadoc-plugin and removed disabling doclint, since, on the machine where it was checked, release:prepare was passed.

But on other machines, doclint usually is not disabled by default, and it may be still failing. Please note that the aim of doclint is to detect Javadoc issues asap, and its disabling doesn't disable Javadocs generating.
