[I] [CI][C++] paginator.h missing in S3PaginationBase.h [arrow]

### Describe the bug, including details regarding any error messages, version, and platform.
See failed [CI](https://github.com/apache/arrow/actions/runs/22223461273/job/64284215163).
aws-sdk-cpp added some pagination logic, [see PRs here](https://github.com/aws/aws-sdk-cpp/pulls?q=is%3Apr+is%3Aclosed). This was released in a broken homebrew release. Fix [was merged](https://github.com/aws/aws-sdk-cpp/pull/3722), but probably won't be released for another week or two.
We can wait or temporarily remove the broken `aws-sdk-cpp` from the CI system:

New version merged upstream today:
[aws-sdk-cpp 1.11.765](https://github.com/Homebrew/homebrew-core/pull/271482#top) so this issue can be closed.

The fix is probably going to be available on brew on the 10th of March. As @kou pointed out upstream brew auto-update seems to automatically update aws-sdk-cpp once every three weeks (https://github.com/Homebrew/homebrew-core/pulls?q=is%3Apr+aws-sdk-cpp+is%3Aclosed). Adding it here for visibility.
