Welcome new committer/PMC member Joseph Koshakow

Fluo-ers,

The Apache Fluo Project Management Committee (PMC) invited Joseph
Koshakow to become a committer some time back, and after some recent
nudges ;) they've finally accepted. The PMC also recently voted to
invite them as a PMC member (because they were previously invited
prior to the Fluo project adopting committer == PMC), and they have
indicated acceptance of that as well.

Joseph has contributed many excellent changes to Fluo, including some
API improvements to 1.2.0, and updating Fluo's asynchronous commit
code. Recently, they've contributed some performance improvements by
parallelizing some post-collision handling code for transactions.
