The underlying metadata engine and storage engine can serve read requests only after the recovery is complete during the restart. However, the restart and recovery of the Ratis are asynchronous. Therefore, if a region uses the ratis consensus algorithm, read requests may be served before the recovery is complete during the restart, resulting in incomplete status being returned. 

 

We need to ensure that the logs of ratis are all recovered before serving read requests
