   ## Summary
   - add a paginated Topic consumer diagnostics endpoint with validated bounds
   - fetch Apache consumer lag and connection diagnostics only for the requested group page
   - retain the existing full-list endpoint for compatibility and paginate the Topic detail table server-side
   
   Closes #1659
   
   ## Verification
   - `JAVA_HOME=$(/usr/libexec/java_home -v 21) PATH="$JAVA_HOME/bin:$PATH" mvn -f server/pom.xml -Dtest=RocketMQMetadataProviderTest,MetadataServiceTest,TopicControllerTest test`
   - `npm --prefix web test -- --run src/api/metadata.test.ts src/services/topicService.test.ts`
   - `npm --prefix web test -- --run src/pages/instance/__tests__/TopicPage.test.tsx -t current`
   - `npm --prefix web run build`
   
   The complete TopicPage test file retains one pre-existing loading-state assertion failure in `disables Topic writes until an instance is available`; this change does not touch that path.
