Encoding and message model subsystems

One of the issues described in the draft architecture guide [1] is what
classes should be included in the "encoding" and "message model"
subsystems.

Is it simply the contents of the org.apache.axis.encoding and
org.apache.axis.message packages respectively? What responsibilities should
these subsystems have?

How should the SOAP and other responsibilities be structured, e.g. should
"SOAP encoding" be a subsystem of its own factored out of a "generic"
encoding subsystem?
