ICP

Hi All,

Is there any plans to return ICP to trafficserver.
ICP is a very useful feature. Sadly that it's still broken.

No one with the appropriate skills or with the time and
persuasion has felt that way, so it hasn't been fixed.
If you do, you are very welcome to contribute those fixes!
