[Issue 125354] Background fill color not working for selected regions

Was able to reproduce on version 3.4.1 on both Windows 7 and Mac OSX Mavericks.

I followed the steps given by vignesh and verified that the whole paragraph did
turn a red color. I tried this with several other colors and multiple
paragraphs, and it appears to only color the background of paragraphs as the
smallest unit. In other words, it is not possible to color the background of
letters, words, or sentences using the button on the toolbar. 

I was also able to confirm Armin Le Grand's instructions. It is possible
independently change the background color of letters, words, or sentences
within a paragraph by going to the menu Format -> Character... and then
choosing a background color.

I think the issue here is that the background fill button is misleading. It
applies formatting at the paragraph level, but it is next to the font color and
highlight colors buttons, which format at the character level. 

As a comparison, MS Word's background fill button will only shade the selected
text, and otherwise will shade the paragraph where the cursor is located. This
may be the behavior vignesh is expecting.
