Add the following Micrometer binders:
- JvmGcMetrics
- ProcessorMetrics
- JvmThreadMetrics
- UptimeMetrics
- FileDescriptorMetrics

Ignore FileDescriptorMetrics binder tests on Windows

This is the same PR as #3935, except that the FileDescriptorMetrics binder tests are ignored on Windows. @kirklund @demery-pivotal @mhansonp
