Fix error message content and locations, remove IBM-specific and old OASIS terminology

In the refactoring/repackaging that happened before donation to Apache, many error messages were left in the wrong propertiles files (in the wrong packages), and some irrelevant error messages remain, causing the files to be bloated and longer than necessary for debuggers. It is essential that all error messages be updated so that they are accurate and they are in the proper place to be loaded by the java.util.ResourceBundle class.

Further, some of the error messages still contain some IBM autonomic computing or older OASIS terminology that is not found in any of the current Muse docs. These terms should be replaced with things that are more proper from a WSDM 1.1/WSRF 1.2 standpoint.

    Resolution: Fixed

Fixed: I wrote a program that copied referenced messages (key/value pairs) over to the proper properties files, deleted unused ones, and then manually added those messages that were used by did not exist (either because of simple spelling mistakes or oversight). I will add this program to SVN soon so that the process can be repeated in nightly builds.

All IBM and AC references have been removed. Fixing the locations and duplications of the error messages remains - I believe this can be done with code better than manual searching, and I propose to finish it after M2. This could be done in 1-2 days and would probably be much more accurate than having me go through all of the 400 files manually.
