   ## What changes were proposed in this pull request?
   
   Rename the zero-argument `OmKeyLocationInfoGroup#getLocationList()` method to
   `createLocationList()`.
   
   The method flattens `locationVersionMap` and creates a new list on every
   invocation. The new name makes the allocation behavior explicit and avoids
   giving callers the impression that it is a lightweight O(1) getter.
   
   All production and test call sites have been updated, including method
   references. The deprecated `getLocationList(Long)` overload remains unchanged.
   
   This is a naming-only change with no functional behavior changes.

   - `mvn -pl :ozone-common test -Dtest=TestOmKeyLocationInfoGroup -DskipShade -DskipRecon -DskipDocs`

   - `./hadoop-ozone/dev-support/checks/checkstyle.sh`
