[PR] fix(credentials): parse vendor with root locale [rocketmq-dashboard]

123123213weqw opened a new pull request, #1468:

   ## Summary
   - uppercase cloud credential vendor identifiers with `Locale.ROOT`
   - keep valid `aliyun` input parseable on Turkish-locale JVMs
   - add a focused DTO locale regression test
   
   ## Testing
   - `JAVA_HOME=/opt/homebrew/opt/openjdk@21/libexec/openjdk.jdk/Contents/Home PATH=/opt/homebrew/opt/openjdk@21/bin:$PATH mvn -f server/pom.xml -Dtest=CreateCloudCredentialDTOTest test`
   
   Fixes #1467
