SPF_PERMERROR should include extra information sucn as "Redundant applicable
'v=spf1' sender policies found" in its description on the report:

Redundant applicable 'v=spf1' sender policies found

I don't this this is going to be practical to extend the rule hits/names to
cover every detailed problem with an SPF record to that causes a permerror.

All that really matters to SA is that there was a PERMERROR.

The envelope-from domain owner should have DMARC reporting setup and check the
feedback on their SPF record.
