   In this change, we add a new a new error class when checkpointing state to the DFS, for either state store provider, fails during `commit`.

   Users might be confused when they see an `IOException`, for example, if a call to `commit` fails. This is a neat and self-explanatory wrapper around such exceptions.

   This failure seems to be real one. SparkThrowableSuite provides a guide to regenerate the error class document.

   Looks like these test failures are flaky. As long as I see the previous test failure is gone, I could say this PR passes all tests.

   How about considering symmetric name? For the base error class of failure on loading state, we use CANNOT_LOAD_STATE_STORE. Probably better to sync between two.

   Shall we check what is logged for `this`? Does it include more information about state store metadata like operator ID, partition ID, storeName, etc? If then might be better to keep it.
