Description:
Using reactor and texen in the same or similar manner as jakarta-commons project will not work due the following reasons:

1) The noop goal is not longer avialable in reactor.
   Workaround: Use another goal in each maven.xml (or a standard goal)

2) The texen:generate tag used to build the navigation.xml based on the subroject complaints that there is _no_ controlTemplate. But there _is_ a control template. I'd check this 50times ;-).
