CIMI create network

The code on master for creating a network in CIMI client returns a 412. I
can't see what's missing, so not sure how I should file the Jira.

I can't reproduce the 412 - but I am getting a 500 error - seems to be
related to the new 'NetworkCreate' model and not the same as the
previous https://issues.apache.org/jira/browse/DTACLOUD-470 -
investigating..

If this is definitely a 412 then it's something else and I can't
reproduce that, please let me know,
