Podling setup next steps

Hi,

Here's an initial list of what needs to be done - a lot of this needs
to be done by the mentors but we'll start splitting up the load as
soon as possible.

https://www.apache.org/dev/infra-contact#requesting-podling has the basic info

We'll need a the NETBEANS jira project soon to be able to coordinate our work.

https://issues.apache.org/jira/browse/ZEST-1 is a great example of
podling setup tickets.

Feel free to commit and complete!

I have requested that at
https://issues.apache.org/jira/browse/INFRA-12704 and we can create
more subtasks of https://issues.apache.org/jira/browse/INFRA-12703 for
other infrastructure needs.
