Fix issue 4060, spurious authz denied when svnserve root is a repository.

* subversion/include/svn_repos.h
  (svn_repos_authz_read): Document NULL repos_path.

* subversion/libsvn_repos/authz.c
  (svn_repos_authz_check_access): Handle NULL repos_path.
