New committer: Stephen Allen (sallen)

Hi,
the Podling Project Management Committee (PMC) for Apache Jena has asked
Stephen Allen to become a committer and we are pleased to announce that
he has accepted.

Since Jena has joined the incubator, Stephen has been the most active
external contributor and this is certainly one of the reasons why we
welcome him on board.

Being a committer enables easier contribution to the project since there
is no need to go via the patch submission process. This should enable
better productivity.

Welcome Stephen!
