   The flink stream task cannot be stopped and savedpointed after the execution is completed.
   
   ### What you expected to happen
   
   The flink stream task execution can be stopped and savedpointed.
   
   ### How to reproduce
   
   Start the new flink stream task and then perform the stop operation
   
   The main reason is that after WorkerTaskExecuteRunnable executes the task, the taskInstanceId is cleared from TaskExecutionContextCacheManager, resulting in the inability to obtain task information from TaskExecutionContextCacheManager through taskInstanceId when stopping task execution.
