nonsense error 404 on startup

what would cause an error 404 after installation when attempting to go to 
either the JSP or servlet samples pages?  i do not have apache running and 
localhost:8080 brings up the tomcat welcome page... i click the links there for 
JSP or servlet and i get the 404's.  what's the deal?
