First this is an Tycho build. Furthermore the tycho version you are using is quite old (0.17; currently available 0.25.0) also the Maven version 3.0.4 is old...(3.3.9 newest)...

The error message looks like a problem with your dependencies...Based on that i would suggest to file in a bug at Maven Tycho project and maybe a link to this issue....but i have my doubts that the Apache Maven project can help here...
