FYI: Commons->TLP discussion on common-dev

So people know, I started up a discussion on moving Commons to TLP a
couple of days ago. It's looking very positive, so I'll probably go
ahead and kick off a vote in a day or so.

Commons HttpClient code is still managed as part of Commons, though
it is maintained by HttpComponents. That's not a problem while we are
all one big Jakarta community. But if Commons goes TLP, we will have
to decide where the Commons HttpClient (that's HttpClient 3.x) should
reside.
