[allura:tickets] Re: #6381 Allura tickets system intermittently discards replies to comments [ss4454]

It's definitely not fixed.  The frequency seems to have reduced -- an entirely subjective and unmeasured perception -- but I have seen at least one incidence, perhaps two, within the last couple of weeks.
