Alternative Windows installer

Thanks to permission from the PMC, the initial release of my
alternative Windows installer is available:

https://github.com/Bill-Stewart/ApacheTomcatSetup

I designed this to meet some specific needs in my organization.
Perhaps others might find it useful as well.
