PROBLEM:  Tech-preview ATS shows time in UTC time zone.

BUSINESS IMPACT:  hard to debug the job  

STEPS TO REPRODUCE:  run Tez job and check time on Jobs tab in Ambari UI.

ACTUAL BEHAVIOR:  Time in UTC

EXPECTED BEHAVIOR: time should be in browser time zone.
