[I] API - Config setting to control exposing stacktraces [airflow]

### Body
Similarly to AF2 `expose_stacktrace` we need to implement this in AF3. Adding a `api.expose_stacktrace` config parameter, and updating the fastapi exception handlers (mostly the DB ones because they are the one to return stacktraces) to instead return a generic message such as "DatabaseIntegrity error see more details in logs".
