If you run "ambari-server start" before running "ambari-server setup", this is the output:

[root@c6401 ~]# ambari-server start
Using python  /usr/bin/python2.6
Starting ambari-server
ERROR: Exiting with exit code 1. Reason: Unable to detect a system user for Ambari Server.
  If it is a new setup then only run "ambari-server setup" command to create user
  If it is an upgrade then run "ambari-server upgrade" command.
