Difference on the central repository of m2

Hello,
 
I'm new to m2, and I'm wondering what's the difference between teh two followings URLs :
 
 <http://www.ibiblio.org/maven2/org/apache/maven/plugins/> http://www.ibiblio.org/maven2/org/apache/maven/plugins/
 <http://www.ibiblio.org/maven2/plugins/org/apache/maven/plugins/> http://www.ibiblio.org/maven2/plugins/org/apache/maven/plugins/
 
Indeed, I have no Internet connection here, and I'll have to create my own central mirror repository, in order to check the plugins in intern.
So, what are the main packages and files I have to download to make so ?

The second one should actually be removed as they are all outdated.
