Need help installing modperl please!!!!!!!!!!!

When I attempt to install mod_perl-1.99_12 and
apache_1.3.29 I receive an error.

System: Linux evelyn 2.2.20 #1 Sat Apr 20 11:45:28 EST
2002 i686 
unknown

command: 
perl Makefile.PL
APACHE_SRC=/home/cmcmillo/src/apache_1.3.29/src
DO_HTTPD=1  EVERYTHING=1 MP_DEBUG=1

error messages:

I'm attempting to install it under a user account that
I've created.
While doing the install I change to root. Could this
be the cause of
the problem? I'm doing this to test out everything
before I install it
on a system-wide basis. Any ideas would be greatly
appreciated.
